Overview
The Chief Financial Officer is responsible for the planning, development, implementation, and evaluation of all fiscal services. This includes accounts payable, payroll, reimbursement activities, budgeting, and the administration of performance contracts and grants. The role provides strategic financial counsel to the Deputy Executive Director and the Executive Director and ensures precise preparation of the board’s financial statements and reports.
Responsibilities
- Act as the subject matter expert on finance and accounting within the organization.
- Lead the development, monitoring, reporting, and revision of the Region Ten budget.
- Oversee the financial reporting processes for Region One (Regional Hub), including preparation and revision of reports.
- Coordinate the submission of performance contracts, including financial data collection and reporting.
- Ensure compliance with DBHDS Exhibit D requirements.
- Design and implement policies and procedures that establish robust fiscal controls.
- Provide comprehensive financial analysis and reporting to leadership.
- Provide fiscal supervision and intervene as needed to address financial issues.
- Participate in meetings and information forums with non-administrative staff to convey fiscal information.
- Meet with the supervisor to receive guidance, report developments, prioritize activities, and apply policy guidance.
- Interact with the Region Ten Board, state officials, clients, and the public as an official representative.
- Visit program sites to oversee fiscal management and maintain familiarity with staff, clients, and program issues.
- Supervise the Fiscal Directors and oversee financial operations across units.
- Maintain correspondence and review policies, official documents, and reports as part of ongoing governance.
- Perform other duties as assigned.
Requirements
- A valid Virginia driver’s license and an acceptable driving record as issued by the DMV are required.
- For business use of a personal vehicle, provide a certificate of valid personal automobile insurance.
- Bachelor’s degree in Business Administration, Public Administration, or Accounting.
- 3 to 5 years of relevant experience.
- Knowledge of principles and practices in human services administration, business administration, or government program administration; familiarity with mental health and substance use programs; program planning, evaluation, and quality improvement methodologies; policy formulation and implementation; fiscal management including budgeting, resource allocation, monitoring, and auditing; management information systems; human resources; training and EEO.
- Skills in supervision, interpersonal relationships, inter- and intra-agency collaboration, time management, project management, and systems development.
- Abilities to engage in participatory management, promote and articulate the agency vision, listen to staff, and respond with effective leadership; manage public and community relations respectfully; and efficiently oversee organizational systems including staffing, communications, technology, paperwork, and space resources.
Location
Charlottesville, Virginia, on site. The position is based at Region Ten Community Services, with on-site work at 500 Old Lynchburg Rd. Regional operations are also associated with Region Ten’s central location at 110 Avon Street, Charlottesville, VA 22902.
Salary and Schedule
Salary range: $93,717.09 to $140,575.63 per year. Schedule is full time, with on-site work requirements.
