Job Description
The Assistant Chief Financial Officer at Crawford County Drug & Alcohol Executive Commission will oversee financial operations from our Meadville, Pennsylvania office, ensuring regulatory compliance and sound financial stewardship. This role partners with senior leadership to support sustainable growth while safeguarding the organization’s financial health.
Overview
The Assistant Chief Financial Officer is responsible for directing financial operations, maintaining regulatory compliance, and advising senior leadership to promote sustainable growth across the organization.
Responsibilities
- Assist the Chief Fiscal Officer in maintaining accurate financial records using a modified accrual basis of accounting.
- Prepare and post accounts receivable entries and issue invoices as needed.
- Record miscellaneous income and client fee payments in the cash receipts system.
- Prepare and process journal entries, verify accuracy, and revise as required.
- Maintain and post to the general ledger.
- Prepare bank deposits and transport deposits and related transactions to the bank.
- Reconcile monthly bank statements.
- Develop and maintain data spreadsheets to assist with the budget process and monthly and year-end closings.
- Complete a monthly cost distribution report and trial balance using the fund accounting method.
- Submit monthly and quarterly reports to the CFO or directly to requesting agencies.
- Enter clients’ authorization for service into the fiscal tracking database.
- Verify the accuracy of treatment provider billings for payment and conduct year-end audits of amounts paid to providers.
- Gather and verify data to prepare 1099 tax forms and file with the IRS.
- Audit the training section of fiscal staff personnel files to ensure training certificates are completed annually.
- Collect and prepare data to assist with the end-of-year financial audit.
- Maintain account numbers, projects, funding streams, and budgets within the financial system.
- Maintain an employee payroll worksheet producing reports for the employer’s annual pension payment on a pro rata share basis.
- Maintain current salary and benefit information for use in internal reports and state reporting, and validate data produced in the ECCA Payroll system.
- Supervise the billing process in the electronic health records system.
- Maintain funding streams and insurances in the electronic health records system.
- Submit quarterly directory validations to various health insurance companies and/or MCOs.
- Complete insurance revalidations for Medicaid, Managed Care Organizations, and other private health insurance.
Minimum Education/Training Requirements
Bachelor’s degree in finance, business administration, accounting, or a related field; two years of experience or more preferred.
