Job Description

The State of Minnesota, through Minnesota Management & Budget, is seeking a Finance Analyst to support financial operations for the State Employee Group Insurance Program (SEGIP) and the Public Employees Insurance Program (PEIP). This hybrid role in Saint Paul, Minnesota helps validate financial data, produce financial statements, and deliver analyses that support budgeting, forecasting, procurement, and collective bargaining decisions.

Key Responsibilities

  • Prepare quarterly and annual financial statements for SEGIP, PEIP, and pretax programs by compiling, validating, and analyzing data from SWIFT, SEMA4, Benefit Billing, plan administrators, and data warehouse systems.
  • Support annual budgeting and forecasting by building projections, monitoring financial performance, tracking vendor rebates, and preparing variance explanations for management.
  • Conduct internal audits of SEGIP and PEIP fiscal and operational functions, reviewing accounting controls, documenting findings, and monitoring corrective actions to maintain compliance with laws, regulations, and accounting standards.
  • Develop and maintain financial models to evaluate benefit design impacts, eligibility changes, revenue and expenditure trends, and collective bargaining proposals, including sensitivity analysis, scenario modeling, and cost projections.
  • Complete special projects and ad hoc analyses, including executive briefings, legislative inquiries, and procurement evaluations, with clear and actionable recommendations.

Required Qualifications

  • Three (3) years of experience performing financial reporting, auditing, or accounting analysis for a large organization.
  • Ability to prepare financial statements in accordance with generally accepted accounting principles (GAAP).
  • Experience conducting audits or compliance reviews, including verifying transactions, assessing internal controls or risk areas, and documenting findings with recommended corrective actions.
  • Experience building or maintaining financial forecasts or models, including structuring large datasets, applying assumptions, validating outputs, and performing variance analysis to support decision-making.
  • Proficiency with spreadsheet and data-analysis software to design and create detailed reports using formulas and functions to organize and interpret large datasets.
  • Strong communication and interpersonal skills to communicate financial information clearly and collaborate with managers, leadership, and cross-functional partners.
  • Demonstrated respect for diversity and a commitment to fostering an inclusive and collaborative work environment.

Preferred Qualifications

  • Bachelor’s degree or higher in finance, accounting, or business administration.
  • Experience supporting financial reporting, auditing, or budgeting within a state government or other large public-sector organization.
  • Experience using SWIFT or another large-scale accounting system to analyze fiscal data, extract data, and produce ad hoc reports.
  • Experience working with SEMA4 to access, interpret, or reconcile payroll or benefits data.
  • Knowledge of insurance benefit administration and bargaining agreement rules and regulations, including state regulations related to insurance benefit administration.

Position Details

  • Location: Saint Paul, MN (hybrid)
  • Compensation: USD 34 - 50 per hour
  • Minimum Experience: 3 years

Telework Options

  • With approval, employees living within 50 miles of the primary work location may telework up to 50%.
  • Employees living 50 miles or more from the primary location and living in Minnesota may telework more than 50% with approval.
