Product Manager, Financial Applications

The University of California Office of the President seeks a Product Manager for Financial Applications to shape the strategy, roadmap, and cross functional partnerships for systemwide financial and budget tools, based in Oakland with remote work options.

Responsibilities

• Product Strategy & Roadmap: Define and maintain the technology strategy for financial and budget systems, including Oracle Financials (ERP, FCCS, EPBCS, ARCS, EDMCS). Align system capabilities with business goals, compliance requirements, and industry best practices. Lead modernization toward cloud-based and SaaS solutions, partnering with IT, Finance, and Budget leadership to drive continuous process improvements and automation.
• Stakeholder Engagement: Serve as a liaison among Finance, Budget, IT, Procurement, and Accounting to prioritize initiatives by business impact, operational efficiency, and compliance needs. Advocate for finance and budget users, ensuring seamless user experiences and reliable system performance. Collaborate with IT architects and developers to define solution designs and coordinate with campus locations, systemwide budget offices, and UCOP finance teams for alignment with UC policies.
• Leadership & Business Analysis: Direct the business analysts to gather functional requirements and align delivery with product and business objectives. Facilitate cross-functional input, resolve conflicts, and build consensus on direction and priorities. Manage analysts and work with business leaders and IT to develop technical requirements, anticipate service needs, and streamline or automate processes.
• Change & Vendor Management: Partner with business leaders and IT to deliver change management efforts, including stakeholder training and communications. Ensure milestones and deliverables are met by coordinating with internal and external teams. Collaborate with third-party vendors and Oracle to implement best-in-class solutions.
• Financial & Budget Systems Support: Define and maintain the roadmap for ongoing maintenance, enhancements, and support of finance and budget systems including Oracle Financials and Oracle Budgeting & Planning (EPBCS). Provide support to engineering teams for troubleshooting financial and budget data discrepancies. Ensure compliance with UC system-wide financial and budget policies and identify opportunities to automate processes and improve forecasting accuracy.
• Documentation & Reporting: Maintain product documentation, user guides, and business process workflows for financial and budget applications. Generate reports on system performance, adoption, and user feedback. Provide periodic updates to executive leadership on budget system enhancements and financial technology initiatives.

Requirements

• Experience: Minimum 10 years of relevant experience, including at least 5 years in a Product Manager, Senior Business Analyst, or similar role focused on financial and budget applications.
• Product leadership: Demonstrated ability leading product management for finance management technology, including cloud-based financial applications and financial/budget data integration.
• Financial administration: Expertise in financial administration, particularly within the financial technology sector.
• Audit familiarity: Familiarity with financial audit requirements for enterprise systems.
• Implementations: Experience leading financial and budget system implementations, upgrades, and process automation projects.
• Collaboration: Proven ability to work with cross-functional teams, including finance, budget, IT, and executive leadership.
• Budgeting & forecasting: Knowledge of budgeting methodologies, financial forecasting, and cost allocation strategies.
• Analytical skills: Strong analytical abilities to translate business requirements into technical solutions.
• Communication: Excellent verbal and written communication with experience presenting to senior executives.
• People management: Demonstrated experience as a people manager, including direct supervision, performance management, and day-to-day oversight.
• Education: Bachelor's degree in Finance, IT, or related field, or equivalent experience/training.
