Budget And Finance Manager

TEKsystems is seeking a Budget & Finance Manager to act as a strategic financial leader for the IT Department. Based in Colorado Springs, CO on a fully onsite basis, this contract role partners with IT leadership to manage a $30M technology budget and supports technology investment decisions through forecasting, reporting, and process improvement.

Key Responsibilities

• Monitor and manage the IT department’s $30M budget, including capital and operational budget management.
• Develop financial forecasts and support long-range planning.
• Track hardware/software lifecycles and technology-related expenditures across hardware lifecycle planning, software licensing, cloud spend management, and staff augmentation.
• Produce and deliver financial reports, dashboards, and leadership presentations.
• Analyze spending trends and provide recommendations to support strategic technology investment decisions.
• Oversee procurement activities, including purchase orders, invoices, and approvals.
• Manage vendor relationships, contracts, renewals, and licensing costs.
• Improve and document finance and procurement processes, including creation of financial workflows and optimization of financial workflow design.
• Improve reporting accuracy and timeliness.
• Align ERP functionality to business needs.
• Collaborate with senior IT leaders, county finance leadership, and the CFO to support budgeting, reporting, and investment decision-making.
• Present findings and recommendations to the IT Leadership Team, the County CFO, and the County Board of Commissioners.
• Supervise and coach finance staff, including a Finance Analyst, Part-Time Finance Assistant, and a Front Desk Contractor, with an emphasis on accountability and operational excellence.

Requirements

• Expert-level experience in IT budget and financial management, including forecasting and ERP.
• Experience with process improvement and management skills.
• Strong communication and people skills.

Compensation and Contract Details

• Job type: Contract to Hire
• Location: Colorado Springs, CO (fully onsite)
• Pay rate (contract): $40.00 to $47.00 per hour
• Salary at conversion: $85k to $98k based on qualifications and experience
• The candidate must accept the conversion salary range, and this range is non-negotiable.
• TEKsystems cannot commit to a specific conversion number; the conversion offer will be determined during the process.
• Individual compensation within the pay range will depend on factors such as qualifications, skills, relevant experience, job knowledge, geographic location, internal equity, and other pertinent job-related factors.
