Job Description

Fort Bidwell Indian Community Council offers a senior onsite leadership opportunity in Fort Bidwell, CA with a competitive hourly wage of $32 to $40. The Chief Financial Officer will oversee financial accounting and reporting, budgeting, treasury, and compliance, while advising the Tribal Administrator and Tribal Council. This role requires at least 10 years of financial management experience, a bachelor’s degree in Accounting or a related field, and a CPA in good standing. Responsibilities

  • Lead the development and implementation of the annual operating budget, including revenue and expense forecasting, modeling, and cash flow projections.
  • Ensure internal and external financial reporting is timely and compliant with GAAP and Tribal policies.
  • Maintain strong internal controls and oversee Finance operations including accounts payable, payroll, accounts receivable, grants, data entry and control, cash receipts, and internal financial reporting.
  • Protect and preserve all financial records, data, and tracking systems; ensure data security and accuracy.
  • Classify accounting transactions correctly and reconcile all relevant accounts to produce reliable, timely reports.
  • Prepare and submit monthly certified financial statements to the Administrative Director and Tribal Council.
  • Generate monthly Management Discussion and Analysis reports outlining revenue, expenses, cash flow, and operational concerns, with recommendations for addressing issues.
  • Monitor budgets and policy compliance, communicating variances and deviations to the Tribal Administrator.
  • Ensure compliance with tribal, local, state, and federal regulations, accreditation, and licensure requirements.
  • Manage treasury functions to maintain adequate cash flow for obligations.
  • Oversee long-range planning and execution of investment and treasury goals, including Investment Management Policies; propose policy changes as needed.
  • Oversee cost and revenue reimbursement activities, billing, and accounts receivable to ensure timely cash collections.
  • Serve as the technical accounting expert for the Tribe, supervising and training Finance Department staff.
  • Assemble the Tribe’s indirect cost proposal for timely submission.
  • Coordinate the negotiation and submission of the Annual Funding and Single Line Agreements with the Bureau of Indian Affairs.
  • Consult with department Directors to advise on functions and opportunities to improve efficiency and cost-effectiveness.
  • Coordinate with Directors to ensure accurate and timely grant reporting and regulatory requirements.
  • Manage financial aspects of employee benefit plans.
  • Prepare external financial and regulatory compliance audits and respond to audit findings promptly.
  • Conduct detailed reviews of financial audits for component units and report concerns to the Tribal Administrator.
  • Demonstrate initiative in planning and coordinating assignments for subordinate staff while maintaining high morale and a professional atmosphere.
  • Model integrity, accountability, and quality in all aspects of performance.
  • Perform other duties as assigned.

Requirements

  • Bachelor’s degree in Accounting or related field; professional CPA in good standing is required.
  • Minimum of ten (10) years of financial management experience, preferably with a governmental background; at least five (5) years in a supervisory role.
  • Tribal government experience is preferred.
  • Knowledge of fund accounting and ability to apply modern accounting methods in an automated system.
  • Effective written and oral communication skills.
  • Knowledge of Federal, State, and local agency accounting system and control requirements.
  • Knowledge of generally accepted accounting principles and standard budgeting practices.
  • No felony involving dishonesty within the last five years.
  • Proficiency with Word, Excel, and related computer systems.
  • Strong interpersonal skills and the ability to work cooperatively with Tribal Administration, Tribal Government, employees, and external agencies.
  • Valid California driver’s license.
  • Master’s degree is preferred; CPA certification is preferred supported by the role requirements.
