Job Description
The Blackburn Center in Greensburg, PA is seeking a Director of Finance and Administration to provide strategic oversight of the agency's financial, administrative, and human resources functions.
Responsibilities
- Oversee daily financial operations, including accounts payable and receivable, payroll, banking activities, and account reconciliations.
- Partner with program leadership to develop and monitor budgets across the organization.
- Maintain accurate fiscal records for all programs in line with GAAP, nonprofit best practices, and funder requirements.
- Ensure compliance with applicable federal, state, and local financial regulations.
- Track grant funds, deadlines, and allowable expenditures to support reporting accuracy.
- Stay current on payroll laws and implement necessary updates.
- Review and update HR policies to align with employment laws and organizational practices.
- Coordinate the annual 1099 process, including vendor data review and form preparation for state agencies.
- Lead the annual audit process, preparing schedules, financial reports, and supporting documentation.
Requirements
- Bachelor's degree in Accounting, Finance, or a related field
- 5+ years of relevant experience; CPA or CMA is preferred
- Solid understanding of nonprofit accounting, including fund accounting and cost allocation methods
- Proven ability to design and manage complex organizational budgets
- Proficiency with financial software, accrual-based accounting systems, and advanced Microsoft Excel
- Demonstrated leadership and strong interpersonal skills with cross-team collaboration
- Ability to manage multiple priorities and meet deadlines
- Commitment to the agency's program philosophy
- Ability to travel within the county
- Valid Pennsylvania driver's license
- Acts 151/34 certification, FBI background check, and Mandated Reporter Certification required

Description
This full-time role provides strategic oversight of the agency's financial, administrative, and human resources functions, including cost allocation and regulatory compliance. The position supervises finance and administrative staff and coordinates with external consultants to ensure strong internal controls and smooth organizational operations. This is a non-exempt position under the Fair Labor Standards Act.
Compensation
$68,000.00 - $85,000.00 per year
