Finance Program Manager, Humanitarian & Emergency Affairs
Job Description
Lead the finance function for World Renew’s Humanitarian & Emergency Affairs portfolio, with a focus on International Disaster Response.
Responsibilities
- Provide strategic financial leadership and oversight for the Humanitarian & Emergency Affairs (HEA) portfolio, primarily responsible for International Disaster Response.
- Track portfolio financial performance, including expenditure trends, forecasts, burn rates, budget utilization, and funding gaps.
- Build and maintain executive financial dashboards covering portfolio performance, donor balances, appeal funding, foreign exchange exposure, and financial risks.
- Produce monthly portfolio financial reports with analysis and recommendations to the Head of Humanitarian & Emergency Affairs, including emerging risks and actions to strengthen stewardship and performance.
- Support annual budgeting, financial forecasting, and long-term portfolio planning.
- Partner with finance and program teams to develop and analyze cost recovery budgets and strategies across HEA, maximizing direct and indirect cost recovery while meeting donor requirements.
- Monitor humanitarian appeal funding and manage both restricted and unrestricted balances and utilization.
- Coordinate fund transfers across the HEA portfolio in collaboration with Finance and monitor project cash flow needs.
- Assess exchange rate fluctuations and their impact on budgets and portfolio results.
- Act as the primary financial point of contact for institutional donor-funded grants across the HEA portfolio.
- Lead financial oversight of the Canadian Foodgrains Bank (CFGB) portfolio, including equity allocations, budget monitoring, donor compliance, financial reporting, and financial assurance activities.
- Support financial management for consortium awards, humanitarian appeals, emergency response funding, and other institutional grants.
- Review budget amendments, reallocations, financial reports, grant modifications, donor financial reviews, and grant closeout activities.
- Lead the development and review of proposal budgets, cost narratives, and supporting financial documentation for institutional funding opportunities.
- Ensure compliance with donor regulations, funding agreements, and World Renew financial policies.
- Support implementation of sanctions screening, anti-terrorism measures, and other financial compliance requirements tied to institutional donor funding.
- Respond to donor financial inquiries and financial monitoring requests; support post-award financial management across the project lifecycle.
- Conduct targeted remote and in-person financial monitoring reviews with country finance teams and implementing partners to strengthen internal controls and support donor compliance.
- Perform financial spot-checks of institutional donor-funded projects; review partner financial reports, documentation, reconciliations, and financial management systems.
- Identify and assess financial risks, recommend mitigation actions, and strengthen internal controls, segregation of duties, and financial assurance processes.
- Support corrective action plan follow-up arising from financial reviews, audits, or donor monitoring visits; assist with fraud prevention and sound financial governance.
- Coordinate and support external project audits and follow up on audit recommendations.
- Identify partner and country office financial management capacity gaps and support capacity strengthening plans and learning opportunities, as appropriate.
- Provide technical guidance on budgeting, financial reporting, donor requirements, grant financial management, and risk-informed decision-making.
- Support localization by strengthening partner financial management systems and practices.
- Serve as the principal financial liaison between HEA and the Finance Department.
- Support program and leadership reporting by preparing and providing financial reports and analysis for oversight and decision-making.
- Collaborate with program teams and procurement staff on procurement planning, review procurement documentation, and ensure compliance with organizational procurement policies and donor requirements.
- Contribute to strategic financial planning and HEA portfolio management discussions.
- Collaborate with Grants, Program Management, and MEAL teams to strengthen project performance and financial accountability.
- Support cross-functional alignment on financial policies, procedures, templates, and systems that affect HEA financial management.
- Identify opportunities to improve financial systems, reporting processes, templates, automation, and operational efficiency across the HEA portfolio.
- Document financial lessons learned and apply best practices to strengthen future humanitarian financial management.
- Perform other duties as assigned.

- Ability to communicate financial information to both finance and non-finance audiences.

- Bachelor’s degree in Accounting, Finance, Commerce, Business Administration, International Development, Public Administration, or a related discipline.
- Professional accounting designation: CPA, CGA, CMA, ACCA, or equivalent.

Education and Experience
- Minimum 7 years of progressively responsible experience in financial management, grant finance, donor compliance, accounting, or nonprofit financial management.
- Experience managing institutional donor-funded projects throughout the full grant lifecycle.
- Experience supporting humanitarian, disaster response, or international development programming.
- Experience managing multi-country grant portfolios.
- Experience preparing donor financial reports, coordinating audits, and supporting donor financial monitoring visits.
- Experience developing proposal budgets and supporting institutional funding opportunities.
- Experience strengthening partner financial management systems and financial capacity.
- Experience with Canadian Foodgrains Bank (CFGB).
- Experience supporting Global Affairs Canada (GAC), U.S. Government (USAID/BHA), UN agencies, or other institutional donor funding.
- Experience with Sage Intacct or similar ERP financial systems and financial reporting tools.
- Experience supporting procurement, sanctions compliance, and organizational financial assurance processes.
- Experience in humanitarian programming and faith-based organizations.
- French, Spanish, Arabic, or other relevant language proficiency is considered an asset.
Travel and Work Environment
- Ability and willingness to travel internationally up to approximately 20%.
- Travel may include remote, disaster-affected, fragile, and occasionally high-risk environments, including financial monitoring visits, partner capacity strengthening, audits, donor meetings, and emergency response support.
- Flexibility to work across multiple international time zones may be required.

Salary: CAD 82,206 - 92,481 per year
