Job Description

The WV Solid Waste Management Board in Charleston, WV is seeking a Business and Financial Assistance Services unit leader to manage the collection, analysis, and reporting of financial and operational information from county and regional solid waste authorities. In this onsite role, you will support statewide oversight by evaluating statutory compliance, surfacing financial and systemic risks, and guiding performance review deliverables to maintain organizational integrity.

Key Responsibilities

  • Oversee the collection, review, and evaluation of quarterly performance measure reports, annual audit submissions, and operational compliance metrics from county and regional authorities.
  • Direct synthesis of statewide financial data, tonnage reports, employment statistics, and operational benchmarks to identify systemic risks, market trends, and reporting inconsistencies.
  • Lead the performance review process, including approval of final evaluation reports, visual data charts, and summary documentation aligned with state law and Board policies.
  • Manage tracking for annual financial audits, maintain historical compliance records, and drive follow-up planning for corrective actions and identified risks.
  • Govern the operation and upkeep of compliance databases, implementing advanced tools to protect long-term data quality, integrity, and accessibility.
  • Act as the senior operational liaison to solid waste authority staff, providing authoritative guidance on compliance standards, reporting regulations, and statutory obligations.

Qualifications

  • Advanced analytical and problem-solving skills, including the ability to evaluate large, complex datasets, detect systemic risks, and forecast long-term operational trends.
  • Strong understanding of governmental accounting principles, financial reporting standards, public sector governance, and applicable state statutory compliance codes.
  • Excellent written, verbal, and technical advisory capabilities, including experience drafting high-level evaluation reports and providing guidance to agency stakeholders.
  • Proficiency managing complex databases, implementing robust data quality control tools, and ensuring data integrity and accessibility.
  • High organization and attention to detail, with the ability to manage strict audit submission timelines, oversee concurrent high-priority work, and maintain meticulous records.

Education and Experience Requirements

  • Bachelor’s degree from an accredited institution in Accounting, Finance, Business Administration, Public Administration, or a closely related field is required.
  • Minimum of three (3) years of progressively responsible experience in financial analysis, statutory compliance monitoring, program auditing, or public sector financial reporting.
  • Degree substitution options:
    • An Associate degree in a qualifying field plus five (5) years of relevant experience.
    • A High School Diploma / GED plus seven (7) years of directly related public sector compliance and financial analysis experience.

Compensation and Location

  • Location: Charleston, WV (onsite)
  • Salary: USD 65,000 - 70,000 per year
