Job Description
Westminster-Canterbury on Chesapeake Bay seeks a seasoned Director of Finance & Compliance to steer the strategic financial direction and comprehensive regulatory oversight for the Senior Options line and its external partner organizations. This onsite leadership role covers multi-site home health, hospice, and home care operations, requiring close collaboration with the CEO, CFO, and community leaders to ensure governance excellence and sustainable financial performance.
Responsibilities
- Direct the Senior Options Finance group, including the financial accounting manager, billers, and planning for future roles, while keeping all financial operations aligned with compliance standards.
- Lead on-site proforma discussions for Senior Options and oversee the development and production of each proforma.
- Engage with the CEO, CFO, and community leaders to establish assumptions and ensure regulatory alignment throughout planning processes.
- Provide strategic financial guidance to Senior Options Partners, incorporating positioning and annual budgeting with compliance cost considerations.
- Participate in monthly partner operations calls, delivering strategic and tactical input to improve financial performance while monitoring compliance metrics and regulatory adherence.
- Support business development by joining prospect calls and other activities, ensuring compliance considerations are integrated into new partnerships.
- Manage vendor relationships (for example, the billing team at Forvis) and indirectly supervise Compliance staff and contractors as needed.
- Maintain and collaborate with key internal relationships by advising the C-suite and Administrators at Senior Options affiliate agencies.
- Coordinate activities with the WC Bay CFO and Director of Finance.
- Partner with the Business Development team on regulatory requirements for new partnerships.
- Negotiate and manage partner advisory service agreements and renewals, ensuring contracts meet regulatory standards and include compliance oversight provisions.
- Negotiate major purchasing contracts for Senior Options, ensuring vendor compliance with healthcare regulations; collaborate with the WC Bay CIO and Senior Options leadership on purchasing decisions.
- Maintain a comprehensive compliance program with policies, procedures, training, monitoring, and reporting to meet CMS regulations, state healthcare laws, and accreditation standards.
- Participate in Senior Options strategic planning, team meetings, and compliance committee activities as needed.
- Collaborate with the President and Sr. Director of Business Development to update the long-range financial plan for Senior Options, factoring in compliance risk assessments and regulatory changes.
- Attend and present at Board meetings for Senior Options and Westminster Canterbury at Home; provide financial reporting and compliance updates to Board Committees.
- Represent Senior Options at state and national associations, trade events, and regulatory meetings to stay current with industry compliance requirements.
- Ensure organizational compliance with WC Bay employee guidelines, policies, procedures, and all applicable government regulations governing WC Bay and its subsidiaries.
- Develop and maintain compliance monitoring systems including audit protocols, corrective action plans, and regulatory reporting requirements.
- Oversee compliance training programs for all partner organizations and ensure staff competency in regulatory requirements.
- Maintain partner profitability and financial sustainability while achieving budget targets and forecasting accuracy.
- Demonstrate cost-effective compliance program management and maintain 100% regulatory compliance with no significant deficiencies or sanctions.
- Ensure successful completion of regulatory audits, effective team development, strong partner satisfaction, and the execution of strategic initiatives.
Requirements
- Bachelor’s degree in finance, business administration, healthcare administration, or a related field; a Master’s degree is preferred.
- Proven track record of strong operational and financial results in leading home health and hospice operations.
- Minimum 10+ years of healthcare finance or operations leadership experience.
- Advanced financial analysis and modeling capabilities.
- Proficiency in healthcare financial systems.
- Strong communication and relationship-building skills with boards and C-Suite executives.
- Experience overseeing multi-site home health and hospice operations.
- Professional certifications preferred: CPA, CMA, CHC (Certified in Healthcare Compliance), or CHFP (Certified Healthcare Financial Professional).
- Comprehensive knowledge of healthcare regulations including CMS Conditions of Participation, OASIS, HIS, EVV.
- Experience with healthcare compliance frameworks and risk assessment methodologies.
- Proficiency in compliance monitoring tools and electronic health record systems.
- Demonstrated compliance management experience in a healthcare setting, including regulatory audits and compliance program development.
